The Role of Ministries in the Reintegration of Returnees from Al-Amal Camp

The Iraqi Institution for Development (IID), in coordination and cooperation with the National Committee for Countering Violent Extremism (NCCVE), announces the implementation of a national workshop titled: “The Role of Ministries in the Reintegration of Returnees from Al-Amal Camp".

The workshop was held in Erbil from 28 to 29 October 2025, with the participation of 23 representatives from ministries, security entities, and sub-committees responsible for implementing Iraq’s National Strategy for Countering Violent Extremism.

This workshop aimed to strengthen coordination between ministries and the National Committee for Countering Violent Extremism (NCCVE) at the national level in Iraq, in order to improve the management of the reintegration process of returnees from Al-Amal Camp within the framework of the national strategy.

The workshop focused on developing coordination and communication mechanisms between ministries and NCCVE, aligning efforts, and clarifying roles and responsibilities to ensure an effective and integrated national approach to managing the reintegration file.

It also emphasized the importance of multi-sector coordination between ministries and NCCVE as a key entry point for improving reintegration outcomes, through building a shared understanding of reintegration stages and identifying institutional gaps affecting coordination effectiveness.

The workshop resulted in several key outcomes, including:

- Strengthened institutional coordination between ministries and NCCVE.
- Clarified roles and responsibilities among ministries within the national framework.
- Identification of gaps and challenges in coordination and communication mechanisms.
- Development of practical recommendations to enhance national coordination and improve reintegration management.
- Establishment of an initial coordination framework and joint follow-up plan between ministries and NCCVE.

Evaluation results also showed a noticeable improvement in participants’ understanding, particularly regarding the importance of institutional coordination at the national level and its role in supporting sustainable reintegration.

Through this workshop, the Iraqi Institution for Development (IID) reaffirms its commitment to strengthening coordination between ministries and NCCVE across Iraq, contributing to a more effective and integrated national response to reintegration and supporting long-term social stability.
