Dr. Ammar Muhsen Qassar serves as the Programs and Grants Manager at the Iraqi Institution for Development (IID) and brings over a decade of experience in humanitarian and development work at both national and regional levels. He holds a dual academic background in Pharmacy and Veterinary Medical Sciences, in addition to studies in Business Development, which provide him with a unique combination of medical, managerial, and strategic expertise in program management.
His role focuses on developing and managing grants and programs in alignment with the organization’s mission, starting from identifying funding opportunities and preparing competitive proposals, to overseeing the full project lifecycle, including monitoring, evaluation, and ensuring financial and administrative compliance. He also works on building strong partnerships with donors, UN agencies, and international organizations, while leading coordination efforts with stakeholders to ensure sustainable impact.
Previously, he held leadership and technical positions with international organizations such as Cordaid, ICRC, and MSF, where he managed multi-sectoral projects in health, protection, and emergency response, and supervised teams across several Iraqi governorates. He has also contributed to national and regional cluster coordination mechanisms. Dr. Ammar is recognized for his strong skills in team leadership, strategic development, reporting, and risk management, as well as his expertise in donor systems and monitoring and evaluation tools.
Dr. Ammar combines extensive field experience with strategic managerial vision, making him a key contributor to enhancing program quality and supporting the sustainable growth of the Iraqi Institution for Development (IID).
