Ahmed Abdelwahed is a senior international development expert with over 27 years of experience working across fragile and conflict-affected contexts in the Middle East, Africa, and Asia. His expertise spans governance, institutional strengthening, capacity development, public policy reform, and peacebuilding. Throughout his career, he has designed and implemented large-scale, donor-funded programmes in partnership with leading international organizations, including the European Union, UN agencies, USAID, FCDO, and GIZ.

Ahmed has led more than 170 organizational capacity assessments and provided high-level advisory support to complex development initiatives. His work focuses on strengthening institutional performance, promoting citizen participation, and enhancing public service delivery through evidence-based approaches. He has also developed and implemented Monitoring, Evaluation, Accountability, and Learning (MEAL) systems, applying internationally recognized methodologies such as OECD-DAC criteria and outcome harvesting.

He has extensive experience in post-conflict environments, leading programmes in countries such as Iraq, Syria, Yemen, and Libya. His work has contributed to strengthening state–citizen relations, fostering social cohesion, and supporting inclusive governance. Ahmed has also played a key role in designing initiatives that address the intersection of climate change and conflict, while enhancing community resilience.

In addition, Ahmed has contributed significantly to women’s and youth empowerment through regional programmes that promote political participation, leadership development, and gender inclusion. He has led participatory research and produced policy-oriented outputs that inform decision-making and improve governance outcomes.

Ahmed holds a Master’s degree in Governance and Development from the Institute of Development Studies at the University of Sussex. He is recognized for his strong leadership, cross-cultural communication, and ability to deliver impactful results in complex environments.
